If you're feeling despair, hopelessness, financial desperation, THAT is what the Law of Attraction is picking up on, and it will send you back experiences that will bring you more of that. In other words, more desperation, more hopelessness, and more financial hardship.
This 'Catch-22' is very difficult for many people to handle. What's that? Wikipedia defines a Catch-22 as a situation whereby in order to get something you need, you have to NOT need it. Does that sound impossible? It's not, and just by using a few techniques, you can master the Law of Attraction so that you can turn your life around financially, and make things better.
First of all you must be acutely aware of your feelings. Your emotions are what constantly send out vibrations to the universe. Emotions can be difficult to control as you well know so don't expect manipulating the Law of Attraction to be an easy job. It will take effort on your part just as the ancient initiates had to work on it while undergoing esoteric training.
Knowing these facts and constantly practising them will obviously make you closer to achieving your goals than most people. Please remember though that it is impossible to fool or the Universal Laws of Attraction, because your emotions and feelings are what emit vibrations, not your conscious thoughts.
If you are using affirmations to try to change your circumstances, though, they're not going to work unless your feelings match them. So, check in with your feelings and see what they are. If you're feeling afraid because your current situation is that you can't pay your bills in time, or if you're feeling depressed because of your financial circumstances, leave the affirmations for another day. If you don't, you'll just create more financial strife for yourself.
When the heart is carefree and full of hope, this is the time to work with the Law of Attraction. When you combine your conscious mental intentions with positive emotional vibrations, you will unleash a power that has no option other than delivering positive financial occurrences.
The Law of Attraction is exactly what its name says it is. A Law of the Universe that absolutely cannot be changed. Using the law to get what you want therefore requires a real understanding of its properties. Remember it is not something you switch on and off. The law of attraction works perpetually.

Skillful use of the Law also requires you to keep your negative feelings in check; when you don't the positive and negative vibrations will clash and cancel each other out. It is not a task that's impossible, so don't give up.
Focus on being positive by being grateful for the positives in your life every day. When you practice being grateful, regularly and with sincerity, you harness a powerful tool that can then manifest abundance through the Law of Attraction for you.
